Novigrad, Closed City. Possible bug?

So I got this quest to look for the friend of the men, but couldn't find a trail anywhere using Witcher Sense and when I strayed too far I failed the objective. The quest itself though isn't under "Failed" it's still in my log, does this continue at a later date or has it bugged out?

As I remember, there are 3 locations/spots for three keys.

I got the 1st key when this quest started. so, the map will show up another two spots.

2nd key is with a man in front of a house and he will be killed by city guard, so just loot him.

3rd key is at where u need to go up a stair to reach the door of the house; in the house, go upstair and there is a key on the desk, and I used it to open a cabinet and loot, then this quest done.

That's the problem, I left the circle he wrong way and it immediately resulted in a failed objective and there's no way to continue the quest. I keep seeing something about keys but I'm getting nothing at all when I make the quest active.
