The way I would like this suggestion is like this:

Every user has 2 settings.

1) "If someone quotes me:"
a) Always make it a mention. (default) (encourages dialog and replies)
b) Doesn't matter either way if it's a mention. (you're leaving it up to the other person)
c) Never make it a mention.

and

2) "If I quote someone:"
a) Always make it a mention. (default) (encourages dialog and replies)
b) Never make it a mention.

Setting 1 overrides setting 2 if they are in conflict. (to satisfy the anti-signers)

When it's trolling or harassing someone.......yes, I get it. It can be annoying to no end. I can see how it's nice to block mentions from that person (s). But I just don't understand why the big stink about it in legit situations. Someone please help me with understanding this. If someone just did it a lot, like multiple times in a thread or in a day or two, yeah I might be able to sympathize, but an occasional one here and there? That's what has me scratching me head.

I say if it is that bothersome, just ignore the bell icon or click it to make it go away. And if someone does it excessively, ask them to stop.

Please god no. I know I don’t want to be tagged every time I’m quoted and I certainly don’t want to tag everyone I quote. It’s very easy to someone if you want to, I see no reason to have the site automatically do it for you.
You look EXTREMELY immature when you announce that you're about to ignore someone. No one cares, including the person about to be ignored. Just FYI.

After the new Settings for Mentions, looks like Allen has something in mind if a user manually adds the Mention to Quotes

I think my short post summarized it, but here's the longer version. If I'm having a conversation, I know I'm having a conversation and will check back in on the topic. I can keep track of that on my own. Whenever I get a mention, it feels like someone is tugging on my arm for attention.

I never felt the need to ping someone to let them know I've replied directly to them... unless it's 25 posts later and they seem to have ignored my post.

It's also not very difficult to manually add the @ sign before quoting someone; throw it up in the post box, then scroll up and quote the user.
