The content is being developed at the same time. It will be ready at launch and be included in the same install. However, it's locked out for anyone who didn't pre-order a version that costs $20-40 more. There's realistically nothing else to it.

I agree to a point. Sure they can cut or remove what they want, but this isn't removed from the whole game, just for a specific group. Historically games have had a cool booklet, item, or in game skin or weapon for pre ordering. To me these items aren't extra content just nice add-ons. I guess it depends on how involved the extra content is. Are we talking about a 15 - 30 minute mission or a more involved 2-3 hour heist?


Exactly.

Content being removed due to technical issues or game balancing happens all the time. Look at Skyrim, for example, there's still a ton of people talking about the content that was in the files for that game that was never made available to the player, and nobody cares because it's still an equal experience for everyone.

However, the issue arises when the content magically becomes available if you bought the right version of the game at the right time. If I wanted to wait until later on and buy the game when it's potentially cheaper and I have more time to play it, I'll lose access to any of the pre-order bonuses and would still have to find the right version to get the Deluxe/Ultimate content. If I pre-order the game but didn't pay the extra $40 for the Ultimate Edition, there will be people with a legitimate advantage over me just because they were okay with feeding into this practice. It was bad for Capcom to do it, it was bad for EA to do it, but it's fine when Rockstar does it?

Any content that is locked to one platform is not okay, whether having a duration or permanent. Not to burst your bubble but sony has been the worst offender of this.

If it's ready to be used at launch and they made it DLC or part of some special edition, it's cut content imo.
