It's actually becoming pretty typical, and it makes sense for multiple reasons. For one, it allows people that have already purchased the base game to be able to "upgrade" to the collector's edition without having to rebuy the game again with it. Secondly, it allows people to get the collector's items regardless of which version of the game they buy, so they don't have to separately manufacture and package a collector's edition for every platform the game is on. The latter is actually quite beneficial for retailers since it means they don't have to have a large stock of each version of the collector's edition: they can just stock the single collector's edition and people that want the items can get it regardless of what version of the game they buy. This also avoids the issue of one version's collector's edition being sold out but having an abundance on another system.

No, they just gave you a steel book making people think it included a physical copy yet instead the steel book had a digital code inside of it.

Game was still included, just not the version people anticipated it having.

Best Buy gives the discount on collectors editions, Amazon does not.
