digitally purchased games might be the difference. blue dragon on disc for example have only cloud saving available.

Both of mine are digital, but like I said only one of them worked offline.

Which one isn't working?

Maybe we could compile a list of games that are not working offline?

In 2018, Team Xbox added over 100 new titles to Backward Compatibility, bringing the full catalog to over 550 games – 57 of which are Xbox One X Enhanced. We’re taking a break for the holidays, but stay tuned for more BC news in January. Until then, we’ll see you on Xbox Live!

So I skipped Xbox One, but likely to get Xbox Scarlett. If I play Lost Odyssey and Blue Dragon on my Xbox 360, will there be a way to transfer those saves to the Xbox Scarlett? (via usb or cloud) Or is it too early to tell?

Too early to tell. There is a chance those saves could transfer over (just going off Microsoft's commitment to backwards compatibility), but at this point, there is no guarantee. Nothing is really known about "next-gen"; just rumors.

I have a 360 now. There are only really 2 games I wish I could play as BC. Rallisport Challenge 2 and Sudeki. And there are a few 360 games I am hoping they add to future BC for Xbox Scarlett. Infinite Undiscovery, Enchanted Arms, and Star Ocean Last Hope. If all or most of that happens I'll probably get a Scarlett.
