You have to add a valid debit/credit card to your PSN account in order to activate the 14 day trial. Plus, you must also have never had a PS+ sub on the PSN account before, be it a paid sub, or a previous free trial (PSN downtime PS+ offer counts).

Only then will the trial become available to "buy" for free.
Arrakis and the entire universe will soon be in the hands of House Ordos.
The Spice must flow.

Does this go for both the PS4 and PS3? Where do I go to activate it? I believe I have the debit activated on PS3. Can I activate the 14 day at anytime?

PS+ is no different on PS3 or PS4.

PS+ is a service that is independent of any Playstation product. Yes it is used on PS3/4/Vita etc. but it is a paid subscription that is used on the various products. A PS+ account can be accessed via the different products.

This seemed to create a lot of confusion during the run up to the launch of the PS4...
But basically a PS+ "account" is not only limited to the platform you use it on. It is a service that can be accessed on many different devices.

Example: Netflix. This is a service that you can access on multiple devices, and does not require a separate account for each device.

Make sure to turn off auto renewal if you don't want to continue paying for it after the trial, because after the free trial is up it charges you for the following year

Where do I go to activate it though? Sorry, I don't mean to sound like a broken record. I'm just confused. I only see paid offers.

Ok I'll try explain as best as I can

Go onto account managmenet in settings, then input credit/debit card details, once complete head over to the store and click on the 14 day ps+ which should now be free, once done it will mention to make sure to turn off auto-renewal if you don't want to be charged after the free trial, then head over to settings again and psn management and then turn off auto renewal, if you are still confused head over to youtube/google for pictures showing exactly where to go and click
