Yeah, I'm neutral before going in the lock.

Don't forget that Jonathan's route gives you a significant boost to Law.

That's factored in. I was thorough.

Just FYI, things missing from that guide:
Optional +5 for completing the optional Main Quest "Bring Back Wine" for Hugo
Mandatory -1 for killing Tenkai
Optional -1 for killing Yaso-Magatsuhi
(Jonathan Route) Mandatory +5 for killing Lilith
(Jonathan Route) Disagreeing with Walter is actually +5, not +1 as listed
(Walter Route) Mandatory -1 for killing Koga Saburo
(Walter Route) In response to Tayama's question, -1 for “I see no issue.”, +5 for “It is a bit vexing.”
Mandatory +5 when the group in Blasted Tokyo approaches you about killing Ixtab
When Walter asks if you want to return to your world of origin in Infernal Tokyo, responding “I’m comfortable here.” is actually -5, not -1 as listed
When Walter asks if Akira's dream is strange, responding “It’s not strange at all.” is actually +5, not +1 as listed

Source is the official guidebook

I picked the first choice for each alignment question regardless of law/chaos, picked left 3 times in the underground place, sided with Jonathan, destroyed the status quo, and did NOT talk to the suicidal woman. Also I DID NOT do ANY sidequests. This was the key here. DO NOT DO THEM. If you do everything else how I did, you should get locked into neutral and then given instructions TO DO the sidequests. But there are only certain ones you have to do.

Never, ever ever do the quests before the alignment lock if you want neutral. I tried this the first run through and it worked.

I used this topic to get to Neutral. Did some sidequests, didn't follow anything too strictly.

AgentNoun's method gives you a 16 point alignment leeway and most modifiers are 1-5 points so you shouldn't need razor sharp precision unless you want to be totally sure.

If I can manage to push myself to Chaos if not Neutral on this third attempt, I'll use this guide on my NG+.
