why does my dawnguard heavy armor only go up to flawless, why not legendary??

Which Smithing perks do you have and what is your smithing skill lv?

You need the Advanced Armors perk to get 2 times imporvement on the Heavy Dawnguard armor, at least that is what the wiki says. Without the right perk you would need a smithing skill of 196, which may be a tall order even with a full set of smithing armor.

well my smithing skill is 100, i thought our skills stop going up when they reach 100

well i think i haven't chosen the advanced smithing perk i will try that

Smithing Level 100

Enchanting Level 100 and use Fortify Smithing on Armor, Gloves, Ring, Amulet.

If done correctly, weapons and armor can be forged 100% better.

actually it worked, i took blacksmithing elixer and equipped enchanted smithing items and it allowed my to smith my armor to legendary

Leather has no perk to double armor rating. So you cannot hit legendary without a potion.
