You need the town hall not the library. So yah you might be screwed. Good luck trying to get to the level needed for it.

According to the tapped out wiki, you need the library and bart's tree house to complete this questline. Is the town hall needed for the women and children to vote against the stonecutter law.
Considering how late I will get to build the town hall, I think I'm going to forget about this quest and focus on collecting money for the daycare centre and the prizes. I cant even complete the 5th sacred parchment riddle because I havent even unlock Skinner yet. And I probably start grinding for donuts once I done with the max level. I thought I could buy the abandoned store with the 20 donuts before the event ends since I have 12 donuts right now.

Why buy the abandoned store? Waste. If your going to spend donuts get a character.

And yes Town Hall is needed for the end. You need Barr for quests leading up to it though.

Abandoned Store could be skipped if you want since it already costs donuts and I doubt they will increase its cost one day whenever they decided to re-release it after the event ends. I don't believe it adds anything other than generating cash so I would save my donuts. Like others said there is always the possibility they will charge donuts for things in this event that you can currently get free if you work for them so take that into consideration.
