Let's say you have a Swift Swim Kingdra and a Bidoof in doubles play with no weather. The opponent has a Lucario with higher Speed than Kingdra. If your Bidoof switches out into Drizzle Politoed, will Kingdra be able to activate Swift Swim to move before Lucario? Or do the changes take effect at the start of the next turn?

Same with Thunder Wave, will a paralyzed foe be slowed immediately or move at normal speed until the next turn?

I'm pretty sure anything that effects speed will not take effect in the turn they come into play.

That is true.I have seen this in Double Battles.If a Pokemon is holding the Berry that raises Speed and it activates even though it becomes faster than my 2 Pokemon,it doesn't take effect until the next turn.

Changes to speed do not effect turn order until next turn. Kingdra would still go after Lucario. If a Pokemon gets hit by Thunder Wave, their turn order doesn't change until next turn. They can get fully paralyzed on the same turn, though.

Does this also apply to the Cloud Nine Ability? (particularly cause I do see rain teams with hurricane and that stupid move has 100% accuracy under rain with 30% chance of confusion)

If you switch in a Cloud Nine Pokemon, Kingdra will still move as if it had double speed until the next turn. However, its Water attacks no longer do 1.5x damage. If a Pokemon used Hurricane it would no longer have perfect accuracy.

Only way for turn order to change once the turn has begun is by Quash or After You.
