No weapon unlock levels?

By boat pickup, does that mean we will never get to own docks to save our boats like a garage? And we will have to pay a pickup fee every time we buy something like with the RV paying to pick it up from the Pegasus guys?

I was able to remove wanted level alot sooner than what you listed. So are you wrong about anything else?

I started this. The earlier ones may not be accurate and I am sure there are others. The car mods are for my Sabre Turbo so the names are likely different but I assume similar things unlock at that rank.

Freeroam is going to get quite interesting when lots of people reach Rank 19. I foresee lots of sticky bombs planted in the streets with people just waiting nearby for someone to drive over them.

People aren't patient enough, they'll stick it on stolen vehicles that looks nice and abandon them as bait.
Works well if you use supers, like infernus.
