How is it that despite the lack of support Sony shows for the PS Vita as a console and handheld, the instruction for developers to make Remote Play a standard feature of their games still seems to be in place? This very very odd to me.

That is almost entirely due to the lawsuit against sony for false advertising remote play features. So this is probably sony covering themselves for the future

Yep, they already were sued for the PS3 remoteplay they false advertise.

I won't pretend to know too much about game development but persumably with whatever tools Sony provide developers, adding remote play as a feature probably isn't that taxing? I dunno. But assuming that's true, what would be the advantage to them removing that requirement?

If I'm not mistaken, remote play is more of a hardware thing with the ps4 than a software side problem which probably means that devs don't have to do much in order to enable remote play.

That sounds about right, but my understanding is that even now, though almost all games support remote play, some still do not, like Dragon Ball Xenoverse (though the sequel, a better game, does support it).

Hmm, I guess devs do need to optimise the controls for remote play on the Vita so there's that but from what I can remember, with the ps4, remote play is easily implemented since Sony made it into a hardware thing. The titles that don't support remote play are ones in which remote play has been turned off by the devs (which they are allowed to do so as well). Overall I don't think Sony makes it a requirement for remote play to be implemented plus remote play has been pushed onto other devices (pcs and mobiles) so it's not like they are making it a requirement since they care about the Vita.
