Either total points at the end?

Never happened to me but perhaps it might look like this:

Player - 9, 6, 9, 3, 9 = 36 points
CPU - 6, 9, 6, 9, 6 = 36 points
(3rd place CPU) 3, 3, 3, 6, 3 = 18 points

So who would win in that situation and how is it determined?

I have beaten a CPU controlled racer by .01 second but is it possible to tie in a race?

If you tie in total points with the CPU, you always win. Most likely an anti-frustration measure. Also, IIRC Player 2 always beats Player 1 in a points tie in 2-Player GP.

Never seen a tie in a race personally. Well, one I've been part of, that is - I think I've seen a tie between CPU racers once, when it haphazardly throws random finish times for the bottom finishers, though I'm not sure. If it's possible, I'd assume that the game would always let the player win here as well.

This is about as close to a race tie as you can get. It's 150cc GP, note the time of the winner after he crosses the finish.
In the beginning you will see a black square. This is actually a cave. Make Zelda walk into the cave and get the Brown Sword. The rest is easy if you have it.
