While you have some flexibility in structuring your argument, it is expected that any paper will at least briefly address the following:
1) what should the overall goals of US foreign policy, and what is/are (an) effective strategy(ies) in acheving these goals
2) what particular interests are at stake in your chosen case
3) what options are available, and what you see as being the premiere option for achieving the goals/interests you outline
4) what makes your chosen course the “best” option

While you have some flexibility in structuring your argument, it is expected that any paper will at least briefly address the following:
1) What are the goals/interests your state should pursue, and why are those superior to common alternatives
2) What are generally your state’s capabilities and motivations (e.g., how powerful is your state)
3) What are the primary international issues/dilemmas for your state (a threatening neighbor, dependence on foreign trade, etc.)
4) How does your suggested course utilize your state’s abilities to achieve the goals of your state

NOTES:
China in American political imagination.
“States assume the worst about intentions of other state and act accordingly” – realists, 7
Should US judge China’s intions based on growing military capabilities.

States pursue strategies that attempt to shape other states’ future behavior in a benign direction while protecting themselves in case the state turns out to have malign intentions.

Cold war – contrary to pop bel, us did not assume worst of Soviet intions based on capabilities. Expaionist policies in 1945-46 did more to shape threatening image of Soviet union than ideologies.

As military capabilities increase, us will assume worst and act to balance and deter china – 11

Mutual interest in developing economic relationship. -12 For US, china represents enormous market for American goods as well as a source of relatively inexpensive labor. For China, US industry is valuable employer, wealthy export market. – 12 National security interests prevail over economic ones traditionally, but has era of globalization shifted this trend?

The acrimony guaranteed by worst-case assumptions and competitive strategies vs the potential opportunity and the risk of engaging in cooperation strategies. – end chapter 2

Clinton – An unstable china will threaten US interests – 43

Foreign policy- Engagement -52, what does it mean? Leads to endless cycle of concessions, as avoiding enmity in hopes china will “get better” is only result.
