Update on achieving highest possible score:

Must start at 20 seconds to avoid time deductions ( click the deck but don't play any cards yet ).
Must finish AT 30 seconds ( or 31, this is still unknown ) - no bonus awarded under 30 seconds.
Must play every card from the Deck to the Table before playing it to the Ace piles ( including aces ).

Highest points excluding bonus = (45*5)+(52*10)=745 minus a 2 point deduction at 30 seconds.
Bonus = 700,000 / time, which is rounded, = 23333 at 30 seconds or 22581 at 31 seconds.

Highest possible score if bonus is actually awarded at 30 seconds = 23333 + 743 = 24076
Highest possible score if bonus isn't awarded until 31 seconds = 22581 + 743 = 23324

Disregard the previous post which I deleted and repeated at the bottom of this post for reference. Looks like the final 10 points in the game may be added after all but there is still something flaky going on for times above 250 ( irrelevant when achieving max score ). Seems like there may be a double indemnity deduction for taking too long, though one game at 256 didn't seem to have it.

Subtracting the ending score from the total including bonus and dividing that into 700000 reveals a calculated time inconsistent with the time shown for times above 250 ( with one odd exception ), meaning something was deducted from the bonus, or the software is buggy. From what I can tell, it can only be due to the time because the game with the 276 time was a perfect game and consistent with the others, though I know I flipped the deck excessive times with those. Other possible deductions may include Undo or dragging a card off the ace piles to the table.

( If you're wondering why it seems there are 749 points possible in that perfect game ( 27 * 2 + 695 ), it's because I was thinking of something else when I clicked on the deck and didn't realize I started a new game for 20+ seconds. Therefore, two time deductions were skipped while the score was zero ).

More bad news... the highest possible score just dropped 10+ points again. I tested more games and noted the score just before I dropped the last card. The final score should be 10 points higher after dropping it but it didn't add those. Also, fractions of a second are used in the bonus calculation, so you must end at 30 seconds EXACTLY ( or 31? ) for the highest score, which is now 24066 or less. Can no longer say if the bonus is truncated or rounded since it's not possible to know the fraction of a second.

These were the results:
score 645/655 ; time 248 ; total 3465 ; bonus without fractions would be 2822.58 + 655 = 3477.58
score 673/683 ; time 265 ; total 3308 ; bonus without fractions would be 2641.50 + 683 = 3324.50
score 672/682 ; time 292 ; total 3062 ; bonus without fractions would be 2397.26 + 682 = 3079.26

Calculating back an estimate:
3465 - 645 = 2820 ; 700000 / 2820 = approx 248.22695 seconds.
3465 - 655 = 2810 ; 700000 / 2810 = approx 249.11032 seconds.
700000 / 249 = 2811.24497 + 655 = 3466.24497.
Even if the time is rounded up, it doesn't work when adding in the last 10 points of the game.

OK, I give up. I added some new games to the table showing that it's totally inconsistent, for times above or below 250. In the group at the bottom, I deliberately tried causing deductions by Flipping the deck excessive times, Moving cards from the deck to the aces, Pulling cards from the aces to the table and using Undo. I ended up with less bonus deductions and even none at all. Then in the final entry, there was a deduction for a time of 218. So, good luck to anyone actually achieving that perfect time and score, hope the bug doesn't bite you. Realistically, I doubt it's possible to complete a game in 9-10 seconds, so the highest possible is probably 24072 when starting from zero unless you can start at 10 seconds and finish in 20 seconds for a score of 24074.
