Was playing the game on Hard Mode for the first time, and came to discover that the RNG method given for Orihalcon only works on Normal Mode due to the inflated stats that Hard Mode gives monsters. So, to both help myself and others in the future, here's the method that I discovered:

Attack Order: Sheba, Ivan, Jenna, Mia.
Encounter a Sky Dragon and one other enemy.

TURN 1
Sheba casts Spark Plasma!
Ivan casts Spark Plasma!
Jenna casts Searing Beam!
Mia casts Wish!

TURN 2
Sheba unleashes Blitz!

Sky Dragon flashes and dies.
Kill the other enemy any way you want.

Good find! Gotta try this method in my next replay of Hard Mode TLA.
All we had to do, was follow the damn train, CJ!

The old method still works. You just need more speed by equipping boots. Not that it really matters. Once you learn how to count the RNs, you can adjust your method however you want to make it work.

You all should take a look at the RNG FAQ on this.

Speed wasn't the issue with the old method in Hard Mode. The Dragon would live no matter what, and I was near level 70.

Oh, so you just had trouble adjusting the damage needed for the djinni kill. That does take some experimentation sometimes to find the right amount of damage output, especially if your djinni user has low attack. I recommend letting someone with high attack do the killing hit since it is more ensured.
