I mean theres mixed feeling about that character while his early game performance is left to be desired. Opinions or details are welcome.

Not at all, he’s great at physical damage. Boost his speed and strength (vigor) and leave the casting to others. Give him a Genji Glove and AtmaWeapon/Illumina and Valiant Knife and watch things drop.
Playing: FFVI perfect stat run. To do - Magic & Rages; Lores: 1 Espers: 1 Chars: 1. Avg lvl: 97 Lvl 99: 12/13.
Also: FFVIII - Disc 2: Balamb, GTA:SA - 33%

Problems...

-Speed is not worth raising. You only get +1 per level late in the game and only dramatic boosts make a notable difference, meaning you'll be levels too high ot matter

-Illumina loses damage with Offering. Auto Crits gets nullified out by Offering, and both yield a 2x damage bojnus, but without offering, Illumina can do random Pearl spells.

-Atma Weapon is honestly kind of crappy at levels where things still fight back. For quick numbers, assuming Locke has 80 Vigor(Random value) at level 40, with Max HP, does 3000 damage, so that's 6000 damage per Offering combo.
Valiant Knife under the same stats, by contrast, does 3100 at max HP, meaning it does MORE damage the lower you get.
You might say "doubling damage" but not quite, because it leaves off the Atlas Armlet which mitigates the damage, Locke can do even more damage at lower HP or creative usage of Muscle Belt (no Atlas Armlet though) or Red Cap, and you lose your Shield on a set up that cannot use Back Row.

Also consider that the damage being done for a 2 relic combo that has as many downsides as that, 12,000 damage is kind of unimpressive. If this damage seems low, consider that level factors heavily into the physical damage formula (especially for Atma Weapon), and if you were using it at levels 60+, that's why, and by that point, the game is kind of a cake-walk to begin with anyway.

Locke has his uses...but the set up posted above is really not very good, when you factor in the raw damage isn't as high as you'd like for all the things you sacrifice defensively (and no, "best defense is good offense" logic doesn't apply when said offense isn't all that spectacular to begin with.)

@MeepleLardicle I never mentioned using the Offering, though your explanation of why not to use it is sound.

Well, I assumed the Offering because without it, most physical weapons kind of really suck.

Illumina is a rare exception for the reasons I said. You'll note it's going to hit way harder than other weapons complimenting it.

Valiant Knife really needs Offering to stand out; without it,you're looking at single target damage that you might as well get from other much more impressive sources that don't require front row.

And if you're not using Valiant Knife, you're basically using Locke in a way that's easily replicate-able by at least 3 other characters who can generally do the same thing but better (Terra and Celes have the Minerva, Edgar has Tools which have the occasional niche use)

I think he sucks in the WoB. Is he generally considered the worst there? Other than stealing, he doesn’t seem to offer much.

Does availability of good equipment play a factor in him doing strong damage or more depending on the stats or starting stats?

It’s a combination of good equipment, stats and levels. But as mentioned above, once your levels get high enough to do good damage consistently then you can already crush everything in the game.

Locke doesn't suck enough. To make things interesting, give him Genji Glove, Offering, and two Dirks.
