Turns out: only the current level of the first monster in the team is relevant.
To be more precise: lvl / 10. So 90 is as good as 99 but far better than 89.

If you already have a key with the same suffix a new
key is generated up to 20 times before the game gives
up and hands the newest key over. It however will never
allow a full duplicate (pre- and suffix), these are
discarded without even incrementing the counter.

Last-Lord = 0.2% at level 90 and above.

(yes starting with 6% and ending with 4% is how it is done. Was designed with 5s in mind, starts counting with 0 and consequently uses greater than.).
