This data comes on the memory cards that shipped with the game. It is unused, so all you have to do is install it to one of those USB memory cards. (Homebrew tools on the Wii/Wii U would also work.) It gives one gift bag - you open the bag and it contains K.K. Love Song and two common NES games. (You can also get the gift bag with a UC.)
You can use it as many times as you want - you just need to re-install the file each time because the gift bag gets used up.
smonikkims reports: It "100% works fine on a European console with a European game IF you change the ID of the save data to GAFP. The letter is sent through the mail like a regular letter." In this new version I just uploaded, there is a European and Australian version of the save. It should work, but I have not personally tested it. I assume the letter is only delivered at mail delivery times (once in the morning and once in the evening), but it's been a long time so I don't remember.
For the hackers out there: There's some kind of checksum in place. If the checksum gets broken, it can be used to easily and automatically deliver the F4. (Convenient)
