Probably because this same topic has come up like once a year for the past 15 years.

That probably has to do with the post volume going down in recent years. I wouldn't be surprised if the number of topics in the past decade totaled to the number of topics in only one year during the golden age of Gfaqs Melee.

Anyway, I'd still go with Link's nair. It's entirely different in the context of the perfect moveset, esp when we give this character Jigglypuff's number of jumps. For similar reasons, I'd take a shorter WD than Luigi's, probably ICs. When you're already lightning fast, you need a WD that combos.

Btw you may want to edit Roll and Shield into the OP.

What do you mean by that?

I hadn't thought of that. I'm not sure it's fair to give Falco's double jump puff jump times. So I'm thinking first jump fox, second jump falco, rest of jumps Puff :p

What do you anticipate Link's nair doing that's better than another nair?

That's awesome! I can't edit a post this old, but I would give Bowser shield (biggest) and for roll.....I don't know actually.

Lasting for 35 frames.

  1. Since you already have such a fast running speed, you want a WD that extends combos and is good for baiting (ICs) rather than a WD that makes up for a bad ground speed (Luigi). Luigi's WD is the best WD for Luigi, but not the best WD for the perfect character. The best X in the game is the best X for the perfect character in probably 90% of cases but this is one of the exceptions.
  2. All 2+ jumps Puff or 2nd jump Falco 3+ Jumps Puff depending on whether the game defines Puff's 3+ jumps as additional double jumps or as unique jumps. I'm pretty sure it's the latter. There is probably a way to check with the debug menu.
  3. You have a great neutral as is, so the CF nair produces diminishing returns. This marginal benefit further shrinks when you consider the synergy between Falcon's nair and his fastfall attribute. Link's nair has more synergy with a midfaller. The ridiculous frame duration of Link's nairs + Puff's jumps makes for some ridiculously oppressive offstage game. Especially since the opponent has to play around dair. If you watch some good Links you'll get an idea of what it'll look like.

As for more obscure attributes

Give the char DK's tech-ceiling frames with Bowser's tech-ceiling I-frames
Roy's backroll
Sheik's forward roll
Getup rolls...to lazy to read the list

How doesn't Luigi's extend combos?

Roy's backroll
Sheik's forward roll
Are those the fastest?

That's a good point. Hard to say how it will interact with Marth's fair. I wonder if we might want Samus's nair for a kill move.

Those rolls are the best value in terms of I-frames and roll duration. If you want to be extra manipulative, you can do things like: "Give them X character's roll I-frames and Y character's roll duration," but then that gets into a philosophical debate about whether it's fair to split moves into their attributes when designing the best char. Luigi grants actionable frames too late into the WD to make for good comboing.
