Well the chance of Mr Whoope spawning in Firetruck/Vigilante is just as much as every other car.

However I think I know where to find them, on SSV. Late in the evening, around 19:00 on the clock, behind the Mansions in Cedar Grove, I've noticed a Mr Whoope passes by each day. However I've only managed to steal it once.

The thing about Phil, you are forgetting there is a what, 15 year difference between the games? Meaning, of course he look's different.

Although, on a side note. The same guy who does Phil in GTA3 (Hunter Platin) does the Psycho who tries to kill Love Fist in Vice City and Ran Fa Li in San Andreas.

Me too. It would be totally stupid for it not to be. GTA3 is considerably older than VC, and I'm sure as they were developing VC they though Phil would be a better character for VC if they changed him a bit, but it's supposed to be the same guy. Hollywood does this with movies all the time, why should games be any different?

it's the same phil. there is a mission in vice city where he blows his arm off and you have to take him to the hospital. if you lose, he dies and the screen says, "now who will supply weapons to liberty city?"
