Well, my computer as a whole has been a little wonky lately (taking a full minute to load up a song in VLC player, for instance) so I'll give it a shot. I've already tried every other bit of advice I've run into, so what's to lose?
That's definitely not normal, and like someone else said it sounds like your hard drive is either very fragmented or possibly going bad.
It was most likely due to me downloading several games off steam at once. It was only my Steam Partition, and not my main one.
I would use chkdsk at this point to see if you have any bad sectors on your hard drive.
