RE1 because it is mystery
The original trilogy easily. The mystery of RE1's mansion was a great foundation for the series while RE2-3 took the lore and really expanded upon it with Raccoon City's outbreak. The three games still have the best cast of characters and I like the grounded approach they took with the story.

Zero, Code Veronica, RE4 and Umbrella/Darkside Chronicles was when the series jumped the shark with the story becoming too silly and convoluted.

RE5 gave closure to Wesker's arc but every story since has just been going through the motions and lack any sense of purpose or direction.

7, it was simple and to the point with some good characters and great setting.

6, 5, Revelations 2 and REremake got the best stories follow by the movie RE Apocalypse who did a better story than RE2 and RE3.

Worse stories are Revelations 1: Chris disappears so Jill is looking for him, she disappears so he is looking for her, then she is looking for him. Also dumb bad guy.

RE Zero, who ever though that having big monsters as bosses should been fired, worse story.

Mediocre stories that are not good or bad are Code Veronica and RE4.

RE7 trailer park trash story doesn't count since its a reboot of the series.
Petition to delay Resident Evil 3 Remake due the Covid-19 virus, its offensive to the millions of victims.

Original 3. They were simple, fun and to the point and laid some fun lore to get into. It got convoluted the further they got and made a mess of it.

This to be honest.

After 3 things just kind of went downhill and they started using side games to tell main story plot points.

Conversely, 7 had a great story too. It was easy to understand, said the things it wanted to say, and wrapped itself up in a bow through the DLC's. Granted it left us on a semi cliffhanger with Chris, It told the story of Ethan and the family properly.
