Some of them can just be generic Digimon.

Like for axeknight you mentioned

Skullknightmon/axemon = champions -> jogress to axeknight -> bagramon

Boom easy evolution line

It's just stuff like Shoutmon X5 that can't get in yet. Some stuff should be simple enough

The vpet have madleomon and troopmon as generic champion and reapmon as ultimate.

Habu just needs to use the ones that can be generic. They'd be good fir balance since they'd be "free"

Also give us Shoutmon king between shout and omni

I thought KingShoutmon was exclusive to Hunters? What's the difference besides him being a battle experienced Shoutmon?
Here is a wild signature in its natural habitat. Oh wait, that's not a signature...i-it's GRAND METROPOLIS!

Probably not much. But he was added to the Reference Book not too long ago, so he could theoretically be added as a separate Digimon.

Really, though, I kinda like the way Hacker's Memory does it. Shoutmon and OmegaShoutmon are effectively a Child and Ultimate respectively, but they're officially listed with no level. Xros Wars levels are just too complicated when we consider that Shoutmon's basic numbering can go as high as X7, not to mention stuff like X4B, DX, EX6, and of course Superior Mode (though that would be an obvious contender for a Super Ultimate). Maybe, MAYBE they could all fit within Cyber Sleuth's system of Memory requirements without reworking that in any way (hopefully with all Super Ultimates having the same 25 requirement), but in terms of actual levels, it just wouldn't work unless you're willing to accept a LOT of evolutions to the same level. Hell, ShoutmonDX alone comes from a combination of OmegaShoutmon (which seems to be treated as an Ultimate in recent media) and ZekeGreymon (an evolution of Xros Wars's own version of MetalGreymon, which is otherwise a Perfect, which could logically make Zeke an Ultimate), and it STILL isn't close to being the strongest form.

Yeah there's a bunch of XW Digimon in the cards of next order. Habu didn't do that game so it's very clear he doesn't like XW Digimon when they can't even get in a medals. Especially when stuff like morishellmon get in lol

Habu already said at the time that the digimons of Xros wars were not a priority, because to include them as he wants to include them they will have to make a whole new evolution system for the xros evolution.
We can see some like Shoutmon that by itself can evolve to ultimate but the rest is more complicated beyond things like darknightmon, which despite being Xros evolution works like a jogres, it is complicated to see them soon in upcoming Digimon Story.
Not to mention that many of the evolutions we see of Xros evolution are not very clear about their level of power. For example Dorulumon is clear that it is Champion but JagerDorulumon could be perfect or ultimate.

Perhaps the best clues we have for how the foundation of a future DigiXros/DigiFuse system might look like down the road is the system that was implemented in the Japan-only Digimon Story: Super Xros Wars - Blue/Red, the first Digimon games that Habu produced on his own.

So what's the difference between DigiFusion and DigiXros?

DigiXros is done in battle and acts as an attack except more than one Digimon is needed for that attack. All the component Digimon must be in your vanguard or rear guard during that battle, and must not have any status ailments for the DigiXros to be usable. The initiator of the DigiXros must be in placed in the vanguard for the DigiXros to take place; if that Digimon is shuffled to the rear guard before the DigiXros takes place, that Digimon cannot move that turn. Otherwise, DigiXros is like a regular attack; the damage it does is based on the user's stats. Sometimes, not all component Digimon can use a particular DigiXros.

DigiFusion is done out of battle and is a permanent fusion, somewhat like the Jogress of previous games. In order for DigiFusion to take place, you must first have obtained the DigiScore (e.g. you need the IceDevimon DigiScore to use DigiFusion to create IceDevimon), and all component Digimon must meet the requirements. After DigiFusion, you will get a chance to choose four attacks (excluding DigiXros attacks) from all the attacks that the component Digimon possess.

In that game the Xros Wars Digimon coexisted alongside their traditional counterparts, including even situations of both Xros Wars creature variations + standard Digimon versions being available for some species, such as various Greymon types.

However the Super Xros Wars duo were the last of the Nintendo DS games (i.e., there were previous foundations to work from), so it should take us some extra Digimon Story game releases until that system gets recreated in 3D.
