I was off a bit but that interview was also 3 years ago. Its 3-5% depending on the type of welfare which is still insignificant.

The new plan punishes more innocent than not with this.

No. Access to food is a pretty reasonable floor to establish, and one we do at very little cost.

You know, other countries are prohibiting supermarkets from throwing away unused food. This is absolutely an issue in the US. Perhaps this can be a way to combat the issue.
