I wouldn't fault her if she apologized soon after. I can see how the joke makes a lot of sense, how it could be funny.

But this type of joke is just not appropriate in any context. You can't joke about things like that. I'm sure if she said something about bombing government buildings "as a joke" she's be crucified, it's the same thing except on a smaller level.

I can only think it's finally starting to get through to the BBC that being too sjw and pc is a bad idea, just pathetic that THIS is the incident they choose to express it on.

The BBC expressed more outrage at Sargon's obvious joke than this. Government funded broadcasters are a bad, bad idea.
