Minimum security is less about the punishment, and more about the threat assessment of the prisoners.

That way, prisons don't have to devote as many resources watching over criminals who are least likely to be hurt them, or try to escape.

In the end, whether it's minimum security or not, it's still relatively the same punishment. You're stuck inside.

Kenneth Lay never made it to the punishment phase as he died in 2006 while still a free man. Jeffrey Skilling served about 12-13 years of a 24 or so year sentence and was released to a halfway hour last year sometime.

I've always believed that Ken Lay's autopsy should have been on national TV. We needed visual proof that bastard was dead. That was the most convenient death in history. He had the money and the powerful friends to fake his death. I'm not saying he did, but he could have.

Was he the that took a boat trip before having to report to prison, and it just so happened a storm rolled in and the boat was lost at sea with him presumed dead? Or was that another enron guy?

Yes, people need to stop pretending "minimum security" means no security. There are still security staff and cameras, not to mention the bars on your cell. Not to mention that these people don't suck at their jobs, at least to the point where you can just walk out, or even fight your way out. (Unless, possibly, you incite a prison riot.)

"Maximum security" means there are lots of riot control officers there because the prison population have violent and unstable histories. As BBT said, it's a threat assessment, and a white collar guy isn't going to be winning any arm wrestling competitions much less stage a breakout.
