Say it's Impish, but the IVs are both perfect, will it affect it's evolution?

No. Only its current stats matter. IVs and EVs don't matter. As long as Tyrogue has its ATK=DEF at level 20, you'll get a Hitmontop.

Yes but my Timid Nature Tyrogue evolved into Hitmonchan (was trying for Hitmontop) as the IVs are both perfect and it has no EVs.

Nature affects stat growth. Check the actual stat when it's ready to evolve. If it's not even, give it evs to make it even before evolving

Natures affect how stats grow by taking some growth from one stat and giving it to another. A Timid nature cause SPD to grow better at the cost of ATK growing slower. Likewise, IVs and EVs also affect the stats. IV's add some to the start from the get-go but don't affect its future growth, while EVs will add a little to a stat at predetermined levels when the Pokémon levels up (or instantly if they're already at Lv. 100). Note that is several of these predetermined points have already passed when you add a bunch of EVs to a stat, you may see the stat go up a lot when you level up next (like 6-8 or more points sometimes).

To give an example, if you have a Tyrogue that's adamant nature? Odds are high that you're going to need to do some EV training on its defence if you want it to become Hitmontop or Hitmonchan.
The commercial says that Church isn't for perfect people, I guess that's why I'm an atheist.

Affects it a little bit but stat difference is barely noticeable around the low 20's .

Give it a power item while you level up if you want to get equal attack and defense for the evolution.

If the stats are not equal when it tries to evolve, press B loads to cancel it and let it evolve when they get equal.

That's actually no longer true. Stat gains from EVs are added instantly no matter the level. Prior to Gen V, it did behave as you described, but you would need to deposit your level 100 Pokemon in a PC to see the stats change.
