Pokémon have ALWAYS had dual typing.

Like, Bulbasaur's entire line is Grass/Poison. Pidgey is Normal/Flying. Weedle is Bug/Poison. All early pokémon.

That's always been a thing.

It's incredible how our brains can trick us.

For example, I remember so clearly that Charizard secondary Flying type was introduced in Yellow. I think my brain got self-hacked due to Charizard not being able to learn "Fly" until yellow.

But no, secondary types were always present, just like how Charizard was always Fire/Flying.

Bulbasaur is also the only starter with a dual typing without evolving.

I always associate it with Gen 3 for some reason but it was indeed Gen 1.
