Is this a joke topic? What makes you think you can't capture Pokemon on the wild area? When it has been shown multiple times that you can.

That website clearly can't read. The official website says there are strong Pokemon that you can't attempt to capture early in the game. It doesn't mean all Pokemon, and it's not forever. Most normal Pokemon can be caught right away, just some strong Pokemon can't be caught until later in the game.

So from which point in the game you can capture all the pokémon. I mean all the pokémon including the strongest ones

We still don't know since the game hasn't been released. I'm betting it's reserved for post-game, like strong Pokémon always are.

I assume it's based on gyms. Like maybe the first badge lets you catch anything up to level 20, the next anything up to level 30, and so on, like trade Pokemon obedience. The specific phrasing is "These Pokémon are constantly on their guard—in fact, you won’t even be able to throw a Poké Ball at them when first starting your adventure," which says to me they won't be locked for long. But yeah, we can't know until the games are out.
