Yes.

If it's a balance problem or something, just make it so you take extra damage if you get hit while running.

No, because I don’t think The heavies need them.

Axel and Blaze should get some sort of a mini-dash or sidestep though.

Personally, I would prefer having the ability to roll (quick sidestepping) over dashing/running.

Yes. The SOR3 characters literally run rings around their lumbering SOR4 counterparts.

Yes, it would be helpful as too many enemies outrange, can plow through you with super armor, AND the SO is designed to exploit these advantages hard.

SOR3 had more ranged type of enemies, so it compensated with a dash/roll. SOR2 rarely had these enemies, and so did not need a dash/roll.

This isn't a matter of nostalgia or some abstract concept of "being true" to whatever as it is about just plain design priniciples. SOR4 is the first SOR that exploits the player's lack of maneuverability as part of its gameplay. They sealed this by having your special have limited priority. That makes the game more frustrating to play as a long-time player of the series.

Even having said that, there are still a lot of things I do enjoy, but there are some stark things that are head-scatchingly disappointing.

Not everyone needs a dash. But SOR4 Axel and Blaze do. They're not getting anything good in return for not having a dash/run. If they weren't going to have a dash, at least let their running attack get some more movement built in.

Max and Floyd are characters that don't need a dash. Proof that not everyone.

Also, I haven't unlocked Skate yet, but according to the character info in the Extra menu: Cherry is faster than Skate... who is on skates. Did Cherry win cross country track in High School?
If you want me to specifically reply to something you are saying, @ me. I don't always check a thread after I post. :)
