I don't think anyone can come up with a moveset for Max Caulfield was staying revelant to her series.

Color TV Game 15 and Tetris Block has zero moveset potential.

A puppet character is a character with a separate entity that you control. Rosalina is the closest to a puppet character in Smash. You do not control the other Ice Climber. It's an AI that mimics your inputs.

I think the thing you don't notice is, even with Falcon as well, these characters still pull things from their source material.

You can make an argument for most of these, but Fox does not leave his Arwing until after Melee. The best you can get is his running animation.

We’re fresh out. There’s no more room for characters that don’t bring anything to the table.

Archetypes like this can be used to classify a character, but they're not a strict definition. Plenty of fighting games can have multiple characters that count as a "rushdown" or "zoner" or whatever other classification you want to come up with, because even if the broad overview of the character is the same the specific way they function is different.

The alternative is to claim that every possible smash character has already been made, so all the new guys in 5 will be clones. You can't run out of movesets like that, it's not how it works.

As for how much "moveset potential" counts when selecting new characters in smash - who knows, I don't think we've ever gotten a clear explanation for how they choose characters. But previous Smashes have shown no hesitation in inventing moves with no basis in the source games, so I can't imagine it's too much of a concern.

Fox does leave his arwing. In the Star Fox 64 on-foot multiplayer mode.
And yes, Starfox 64 did come out before Smash 64.
