  3. Honestly, Cloud was the "Brawl Meta Knight" of Smash 4, not Bayonetta

You have to look at how these characters performed.

Meta Knight wasn't overpowered because of a few Zero to Death combos that were ridiculously easy to perform. He was overpowered because everything about him was just too good. His Frame Data was ridiculous, he dominated the air despite his slow air speed, and he could glide.

Cloud in Smash 4 is sort of in the same boat. Ridiculous Frame Data, All of his Aerials are ridiculous, and his ground game isn't much worse.

Apart from a few weaknesses (Like Cloud's recovery, and Meta Knight's slow air speed outside of gliding and lack of great kill options), Cloud and Meta Knight were overpowered because everything about them was too good.

Not everything about Bayonetta was good. But she's overpowered because her strengths were ridiculously easy to use, and rewarded her far too much.

Cloud being the MK and Bayo being the ICs kinda makes sense but if the ICs were more broken than MK in Brawl

It's mostly about the Ways they were overpowered. Not how Overpowered they were.

I don't use the term Broken. Even if they have techniques that need to be banned in tournaments (Like Peach and Jigglypuff in Melee), I wouldn't call them Broken. Brawl's Metagame was built around countering Meta Knight. But the fact that Meta Knight was indeed counterable means to me that he isn't... Broken. Same with Bayonetta.
