Old school characters at time of debut:

Ridley (1986)
Simon Belmont (1986)
King K. Rool (1994)
Daisy (1989)
Ken (1987)
Richter (1993)
Piranha Plant (1985)

Inbetween:

Dark Samus (2001 but technically 2004)

New school characters:

Inklings (2015)
Isabelle (2014)
Chrom (2013)
Incineroar (2016)

So technically Sakurai did cater to 80's/90's old school fans this time. Only 4 characters came from modern games after the 2010's and one of them being the inevitable new Pokemon so technically it's only 3. And Chrom just got lucky by Sakurai bias.
