Follow their landing, or block/parry the f-air and punish.

Also depends on who you’re using. For example, I’ve been using the plant, and its specials all serve to stuff/discourage reckless approaches in different ways, which allow me to have more control over the match.

That is really difficult when they fast fall and immediately short hop f-air. When shielding, they usually mash jab and it comes out faster.

It's really annoying, but if your character has projectiles, then it's manageable.

If they fast-fall, Lucina players will tend to jab, grab or roll right after. As Bowser, you can cover these options with grounded Up-B and keep the pressure going afterwards. I think.
Depending on the option they use most, you can also go for a read : if they roll, you can dash and Side-Smash, if they use Jab, you can try to parry Jab 2 and grab them, and if they grab, you can sidestep and use a tilt attack, for example.

if they're just mindlessly spamming sh fair then adjust your spacing and dash in with an attack just as their move ends. don't bother blocking if they're retreating, all of his aerials are very safe on shield. alternatively, if they keep retreating then you can hold center stage and allow them to corner themselves which will eventually encourage them to approach you.
