Laharl, my marshal artist, and my warrior counter almost every time they are hit with a normal attack but Etna rarely counters.

How many smogonites does it take to change a light bulb? None, they just ban the bulb for being broken.

how many counters does everyone have?
is etna attacking or defending on her turn? it will subtract from the number of counters you can do until next turn

Etna only has a single counter. If she acts, she won't counter. You can pass a bill to increase the counter by 1 after a number of promotion exams.

Laharl and the warrior class have 2 counters but martial artists have at least 3.

To clarify, an attacking character *can* counter, but 1 is subtracted from their counter rating. Since Etna only has 1 counter rating, 1-1=0 and so she won't counter if she's the attacker. Meanwhile, Laharl starts with a counter rating of 2, and since 2-1=1, he can still potentially counter-counter against an enemy.

As pointed out above by aces, you will eventually be able to pass a bill for each individual character to up their personal counter rating. If you have Etna pass enough promotion exams, you'll be able to raise her counter as well.

it is actually better to try and bait the enemy into attacking your 1 counter chars rather than use normal attacks and get countered during player turn then eating a second attack during enemy turn, that is because ALL counters reset after the enemy turn for some odd reason. obviously, you'll also have to consider if the enemy will use a special attack or not when baiting, so don't take high risks

another unknown fact about counters: if you counter a back/side attack, damage is multiplied as if the character countering is also landing a back/side attack, though it only works for the first counter if i recall correctly (as in, the first of a chain). add this knowledge with the above to get the best out of all your units in all situations
