I was curious, so I looked it up and... it's something

They're mostly in debut order, with a few exceptions.
Dire Miralis is up with Fatalis because they share a common ancestor. Alatreon, despite being a Black Dragon, is alone in 3rd Gen.
Lao Shan Lung and Zorah Magdaros are also together.
And then we have Chameleos paired with Namielle, confirming some suspicions.
They ordered it so that Jhen was the last Third Gen Elder and Dah'ren was the first Fourth Gen so they could be next to each other.
Teo and Luna are together because they're the same thing, as are Gore and Shagaru.
However, Valstrax is listed all the way at the bottom, after the 5th Gen Elder Dragons. He also has his name in blue, while 1-4 Gen Elders are in green and only 5th Gen was in blue.
I don't know Kanji, so that's really all I can do.
