Without having charged your/bar stocks is the real metric to go by.

Super Turbo and Sam Sho 2 can wreck without having to use bars/supers/stock/meter etc.

Pretty sure I've seen 100% (or what looked like it) on sam sho2 with 1 hit.

Time Killers was a weird game.

All I remember is decapitating people with the chainsaw guy by pressing all the buttons together. You could lose a quarter in 20 seconds flat.
~ Not changing this until the Madden Franchise has a decent running game!

I don't know where some of you are getting one or two hit kills from in SFIII and V. Maybe in 2 full combo chains with stun included, but there is no way in hell you can KO them in 2 moves.

Third Strike, Makoto could do her extended taunt (increases power) and one of her Super Arts (further increases power) to possibly do a two-hit kill on Akuma under extremely specific circumstances.

Rainbow Mika in SFV can use her first V-skill to talk on the microphone... but you have to keep that s*** held until she completes the full speech, which takes what, 15 real-time seconds of standing still? It turns her Giant Swing into an instant-kill, though.

The above mentioned, of course, means they're extremely impractical and because of time and prep, are counter-intuitive to what the topic started about.
