Bamco and SNK. Both companies try to make their characters according to their original vision as much as possible, then gather feedback in order to tune things later after the players discover them.
Super Smash Bros. is not a fighting game.

While these games are good, the character rosters are ass. The majority of ppl don't wanna play these weirdo anime loli bulls***.

Arc System Works Team Red does a good job of balancing. Team Blue, not so much.

There was some old-ass video detailing this hilariously awesome glitch in VF2, where one can do ultra-fast rapid punches that all comboed and could kill/ring out people with ease.

bamco maybe especially in recent times.

you see a pretty diverse cast at high levels of T7 play which is impressive given its big roster.
