how do you know when you got all the power moons in a kingdom?

Yeah, there's a number in the top right for both moons and regional coins. You know you have them all when the number turns gold and gets a little star next to it.

There's so many i missed in previous kingdoms, can I collect all of them my first time around or do I have to come back? (currently finished the Metro Kingdom chapter for the first time)

You’ll have to come back so don’t sweat it. Just get as much as you can

There are several tiers of moons (and even some purple coins) that are locked behind progression both within the individual world and beating the game. If you want to minimize time spent backtracking, It's best to move on as soon as you've got enough moons to leave.

The question is important since every Kingdom have Power Moons listed that you can't collect on your first visit, but might be available after you do something in later Kingdoms (example: the taxi quest) or complete the game (example: meeting Peach in each Kingdom). And this have nothing to do with the ones the Moon Rock unlock (which expands the list for that Kingdom). So, I think the list is a bit misleading in that regard and should just expand as the Moons get available for real. Or something.

However, Hint Toad and Talkatoo are still useful. This is the order I do things, since I refuse to use guides:

1. First, I collect as many Moons as I can on my own and finish the story of a Kingdom.

2. When I can't find anymore, I approach Hint Toad who will say "I can't find any more hints for this Kingdom" if there are no more Moons to collect at the moment. If he doesn't say anything, I don't talk to him; I just keep looking a little more.

3. If I can't find the missing Moon(s), I speak with Talkatoo for a hint.

4. While I haven't needed to do this yet, if Talkatoo's hint doesn't help, you can talk to Hint Toad properly and pay 50 Coins for the exact location on the map.

5. If still not finding it, I assume you could use Uncle amiibo.

Also, every time I was done with a Kingdom, I returned to all the previous ones and approached Hint Toad to see if anything new was available.

It should also be mentioned that if there is Hint Art in your current Kingdom, Talkatoo will mention that to, even though you have to visit another Kingdom to collect its Power Moon (which belongs to the Kingdom the Hint Art was found in, likely so that the hint system can work properly).

Also, don’t think the real total number of moons in each Kingdom is the number you see initially

Not sure but I believe that some purple coins are through paintings from different kingdoms.
