An Otaku is someone who is obsessed with a certain hobby (which can be anything such as Trains, cardboard etc) that is trash and contributes nothing to society. The so-called "English" definition is made up crap and not the actual definition of the word. It was thought up so weebs in denial could feel better about themselves.

Weeaboo is a person who is obsessed with Japanese culture and regards as superior to all other cultures.

Both words are derogatory terms.

as far as western usage is concenred Otaku used to be what anime fans mostly called themselves for a long time then the term Weeb came around originally to mock the people that think Japan is superior and s*** but now mostly gets used to mock anyone that likes anime or japanese culture particularly by other people who also like anime and japanese culture

That's putting it overly harshly. Even in Japan, it's not that negative.
It basically just means "geek", and carries similar connotations as that word does in English. It's seen as vaguely negative and insulting among normal people, but it's nothing majorly bad, and is actively embraced among the people themselves.

In area 11 it's more like monomania than "geekdom".
