Beerus was clearly surpassed by both Goku and Jiren in the ToP.

Super-suppressed Jiren elicited a shocked "Is this really the energy from just one warrior?!" comment from Beerus just by flexing in preparation for his battle against Goku.

Whis stated in the past that Beerus has not mastered Ultra Instinct.

Goku attained MUI and then Jiren powered up to match him. All the Gods of Destruction stood in amazement, because these mortals surpassed them.

We already know there are tiers of power far beyond Beerus. The angels, then the Grand Priest, and finally Zeno himself.

It would be more interesting for them to roll with the obvious--Beerus has been surpassed by Goku-- to explore further the relationship between the two and see Beerus actually have to try to reclaim his superior status.

It's not like a mortal being stronger than their god is disallowed. It was made abundantly clear by Jiren's own God of Destruction that Jiren was above him.

Beerus remaining unsurpassed is dumb and contradictory to everything we've seen. But nooo... Beerus is still "untouchable" for plot reasons. It's f***ing dumb.

That means what exactly what Beerus said - that that’s a lot of energy coming from a mortal. Nothing to do with Beerus being surpassed.

Whis stated in the past that Beerus has not mastered Ultra Instinct.
And not mastering UI does not inherently mean he is weaker than someone with UI.

Goku attained MUI and then Jiren powered up to match him. All the Gods of Destruction stood in amazement, because these mortals surpassed them.
because they were amazed that someone had “mastered” UI. That’s your assumption that they stood up because he surpassed them.

You can’t complain about something when you were the one who misunderstood said thing in the first place.

Beerus isn't unsurpassed though. he literally avoided fighting a Goku that just got 1 shot. If Anything it's Granola thats currently unsurpassed.

Beerus has been a blight on this manga since 2014. Toriyama insists on this absolute status for Beerus to be the strongest yet he does absolutely nothing with it. He just has Beerus constantly sit on the sidelines, talking crap about how he can one-shot the person Goku is struggling with using a breath or something while joking about what kind of food he wants to eat.

And when consequences come when this attitude and lack of agency he has towards his job gets him into trouble, nothing ever comes of it.

Plenty of stories will use OP characters to add a layer of complexity to their stories and further the plot in a way that doesn't undermine it. Beerus on the other hand is a perfect example of how not to handle an overpowered character.

Did Whis misunderstand?

Consider that toward the beginning of the tournament, Whis said Jiren is a being who has "reached that level of power [a God of Destruction], perhaps even surpassed it."

Whis said this about suppressed Jiren, before his countless powerups. Now what would Whis say about Limit Breaker Jiren? The implication is obvious.

Tbh i think it's you guys wanting beerus to be unsurpassed. not toriyama. Toriyama makes it pretty clear he was surpassed a long time ago, yet you people think beating up Vegeta means he's some unreachable level of power. Even hit could still beat Vegeta right now for crying out loud.

Before anybody tries to give me that false character statement of "Nobody in the universe stronger than us", you better be ready to apply that same logic to the "Stronger than all except gods" line and admit that Korin> Granola.

Beerus is a pointless character nowadays, the way he is still treated as untouchable regardless of how many power ups Goku and Vegeta get, with not even a fusion being able to match him, is utterly ridiculous. And yeah, Goku should have closed the gap between them with MUI, otherwise, the whole purpose of making Jiren stronger than Belmod is utterly pointless.

Treated as untouchable? You must have skipped the recent chapter where Beerus was forced to be Zenou's Dog.
