I always thought of that being logarithmic.

Toriyama's comments were simply to show that there wasn't a big difference between Goku and Beerus's strength, which is backed by Whis's comments in the movies. Toriyama even said the difference would have become even smaller the longer Goku and Beerus would fight.

Then, he had to go and retcon s*** in DBS.

As if Toriyama or anybody else working on this series put any thought into a system that was similar to the Richter scale.

Like a lot of things in DBS, that line has been retconned, and it was done a long time ago.
