I literally could not care less, and I can't find a setting that allows me to never see these. THanks

You can't, sadly. At least, there's not a setting; though there's been multiple petitions on the matters, the admins have been rejecting them without explanation (https://gamefaqs.gamespot.com/boards/7-site-suggestions).

My guess is that the closest you'll get is using, for example, the element blocker option on an adblocker (e.g. uBlock Origin) or will have to make your own script to block it.

Because they want the feature to be used. Gamifying the website should lead to more usage of the site. Sure, it comes at the expense of the annoyance of some but it's a net benefit - people who are annoyed either don't change their habits, and this have a zero net impact on using the site, or they stop using the site (or maybe reduce their usage). The latter group would be a rather small fraction and even then, the total impact on the site's usage would be small enough to be negligible. It would be more than offset by the users who increase their usage.

There you go. People who don't like this don't matter. That's how management views this.

but by that logic, having the option to turn it off wouldn't hurt the people who actually care and think it's cool and want gamefaqs to be gamified (read: literally nobody ever, forever). because they won't be turning it off.

Nope. Notifications in general don't bother me, regardless of what they're for. I don't understand why people find them so bothersome. Just click on 'em and they're gone. Poof!
