It only works for Gem Fighter as it along with other details were removed from the PS port. The game actually has specific stun values for moves and each character has a different level of stun before they get dizzied (Zangief being one of the higher ones obviously). There are also counterhits in the game and when they occur the stun value is amped up as well. Ryu's shoulder ram typically does 10 points but will do 20 if you land a counterhit. This is fact because the training mode in Alpha Anthology says so I suppose.

Certain launch animations differ during counterhits. A prime example is dashing punch type attacks where opponents get launched back. During counterhits they will bounce around the screen and can even hit the other player during their bounce. They may also quick recover out of the air with P+K.

In order for the around the world to happen it must be that type of counterhit and it must also dizzy them. On the way down they can hit the other player (unblockable it seems) but they can just as easily move aside.
