I will post my findings here of RNG methods to abolish rules in FFVIII Remastered. The "Exit" option from the menu is a hard-reset.

First: not really about abolishing but related to the QoC sidequest:
To move Queen from Balamb to Dollet:
Hard reset (or use Exit), load save in Balamb hotel. Go to the area with the junk shop and Thunder draw point. This draw point must not be empty. Check and refuse draw 8 times. Move on to the Queen and challenge her. Lose a rare card, and she will move to Dollet.

Abolish Random from Dollet while Queen is there
Carrying Galbadia/Timber's rules: Open, Same.
Dollet's current rules: Open, Random, Elemental. (Spread Open first using Timber's Open+Same, then go back to Timber and pick up its rules without mixing)
Save at Dollet Hotel.
Abolish Random: Load save at Dollet Hotel. Go outside, challenge the old man and refuse 2 times. Challenge him again, accept. Quit game. Random has been abolished.
