that's such a strange stat to use for chance to hit. though to be honest, i don't even recall many times where my characters actually missed an enemy. i only recall missing while blind (which makes sense) and trying against cactuars.
You just lost the game.

Armor does affect base rates, exactly which depends on the armor. See stats screen for details.

Armor cannot push max stats further.

Seeing as there is a "Base" dexterity stat for each player, and a separate "Source Count" for Dexterity, I wonder what would happen if you maxed out your Dexterity Source Count so Dex was 255, then equipped things that raised your base Dex, like the Choco Feather or Speed Plus? Would your Def% continue to increase?

runs off to check....

no, it doesn't The highest your base Def% can be is 63 with 255 Dex, even if you exceed the number of Sources needed to bring your Dex to 255. Equipping the Choco Bracelet or Speed Plus also does nothing with 255 Dex

Your base "battle" stats (Att, Def etc.) are compromised of your armour and your character's base "default" stats (Strength, Vitality etc.), except for Mag Att and which is solely the "default" Magic stat value, and Att% which is solely the weapon's "battle" stat (and of course Magic Def, which will be locked to your Spirit Stat on the earlier versions):

Attack = Weapon Attack + Strength
Attack% = Weapon Attack%
Defense = Armour Defense + Vitality
Defense% = Armour Defense% + (Dexterity / 4)
Magic atk = Magic
Magic def = Armour Magic def + Spirit
Magic def% = Armour Magic def%

Of course not. 255 is maximum. Period.

nah, Slash-All cannot be paired with (Support) Counter, but Deathblow can, along with Sneak-Attack, so it D.Blow still has its uses. It can also be paired with Added Cut to work as 2xCut if you haven't mastered two lots of Double Cut.

Tifa's Ultimate Weapon does 4x damage when she has a full Lv 4 Limit Bar; however, once her Limit has been used her Power value drops right down, and her damage output becomes weak as hell. To get the best out of the Premium Heart you should rely on Deathblows with Tifa to inflict the damage.

When Tifa is at LV99, with 255 Atk, she reaches the damage cap even with just 1/3 of her limit gauge filled, if she has 4xCut, she'll still do four times the damage, not to mention critical hits. If she is under Sadness her limit will activate less often, so you can make more use of the Premium Heart. If she is under Fury, she can still use her limits and quickly fill the gauge a bit to deal decent damage again.

The Master Command + Support Materia glitch allows one to combine support materia with commands that wouldn't otherwise link with support materia. So you can get a 4xCut plus Added Cut this way.

It's also worth noting, that doing this ruins your item command. Phoenix Down + Added Cut sucks, Ether + MP Absorb, etc.

This is true, unfortunately. But, IIRC, Yuffie's Conformer doesn't harm allies, so she's the better candidate to try this.

Ofc in my game I'm perfectly satisfied with 4xCut, and before I have this for three characters, the others can mime it. Very few enemies survive this anyway...
