Odyssey says that you can start a new game and then switch save files, so can you do this for every game or is this just an Odyssey thing? Might be a stupid question, but I never really have more than one save file for games. Should I just make a second user for additional save files, or should I just make a second save?

Saves are tied to the user account (and stored on the internal memory). Some games allow multiple saves, some only allow one per account, like Xenoblade Chronicles 2. BOTW allows for one save per difficulty and user.

It depends on the game I think. Some games let you have multiple saves, others you must use a separate account instead.
