It has been said by the Foxconn leak which is coming true that they will use a customized Tegra X2. This was also confirmed by a highly credible and famed Japanese journalist who knew about PS4 pro when it was in the planning stages.

Both have at one point or another had significant heat issues. Par for the course for tegra. Keeping the clocks down and stable should prevent over heating save battery power. Its a conservative design but nintendo prefers to play it that way

But we already have a fan to keep the temperature down. At the rumoured clock speed, I don't see how we need a fan. The power consumption and heat gains at those clock speed should be pretty damn minimal, especially in portable mode. Why woukd nintendo spend extra cost for a cooling systen when it's not even required? And both of these chips should consume around ten watts, which is typical for tablets.

These rumours dont make any sense.

Maybe because playing botw long enough on the switch would probably melt it without enough cooling system.

Fans are incredibly inefficient. Most portable devices dont use them as eat up battery power. Nintendo has two options.(A) install massive batteries. Nvidia shield portable did this and it weight was quite notable.(B) underclock in handheld mode and use the fan only when docked. This means a weaker console but has many other advantages too

Yeah playing a game for along period of time shouldn't generate uncomfortable levels of heat either way, especially not when it's 1/3 the power consumption.
