Cloud (eventually) leads to Rain and stronger wind will blow the flame, birthday candle for example.

Anyway, that FFIX quote was English-exclusive. In JP FFIX the quote was a generic "rain and storm won't stop us".

Well, the infamous "whatever" FFVIII was also from the translator's liberty. In JP it was generic quotes like "man, you're annoying" or "this teacher is stupid". English version streamlined it and becomes a memorable quote.
You have the right to remain silent. anything you post will be misquoted, then be used against you.

Those were two different teams. VII's translation was done in house by the original Japanese development team, at Sakaguchi's insistence. That team consisted of fifty members spearheaded by a man named Seth Luisi. They struggled with converting Japanese to English due to all the different rules of the former's grammar and sentence structure.

IX's was done by a much more professional staff.
